There is one more task (or sub-task) to do :
in order to create a universal format it is necessary to decide
about language differences.
I think there should be at least two entries, one for language used
for comments and station names, and one for the character set.
The easiest way is to copy 'meta' tags from HTML
I still have no idea what to do with a task of for example, combining
two surveys in different languages, but is this really a problem now ?
