John Halleck has now given us an outline of the Theodolite/levelling format and its difference from the diving format. What does a Topofil give you? I guess it is used to give you an distance from start of survey (as used for an extended elevation) rather than a leg distance at each station plus forward bearing and inclination to next station.

This sounds like a good reason for passing processed data so that results can be compared between different processors. If the loop closure techniques result in grossly different answers it would be good to know why! I think John Halleck's website has some thoughts about this...
However, the main reason for passing processed data must be so that the recipients don't need to do any survey processing if they just want to do something with the coordinate data - load it into a CAD package; put it into a 3D modeller; analyse passage levels; print the data out; use it as a source of random numbers; whatever...
