Actually they do just as you ask. The example you saw in the message was
taken out of context. In context (online at
http://www.psc-cavers.org/xml/CaveSurveyElementsv04.html ) The
instruments are subordinate to a <SURVEY> Element and on the same
hierarchical level as the survey Shot. What I've come to realize however
is each Shot will need its own ability to override the global
<Instruments> and it's children. Just last month, while I sketched, I
had to step in with my own compass (not previously used on that survey
trip) to get an accurate reading for a novice surveyor with problematic
equipment. That one <Shot> would need to record my instrument as
responsible (for the back sight no less), and all other <Shot>s would be
associated with the global "Survey" instruments.
Using this approach would allow you to do as you suggest and answer
multiple questions, e.g.:
Show all surveys using Devin's compass, or
Show all shots using Devin's compass, or
Show all backsight (or foresights) using Devin's compass.

uses them.
I ask because I think it would be useful to be able to
answer querys with intents like:
Show all surveys that used Paul's Inclinometer.
or
Tell me all pages where Paul's compass was used.
