No, scale is a ratio;
so
1:100,000 = 1/100,000 = 0.00001 i.e. small scale
1:1 = 1 = large scale.
Its a common trap for beginner geographers!
For cave maps I tend to think of 'small scale' as any scale that is too small to show any detail beyond the walls. Just where the cut-off is depends a bit on the size of your passages & rooms!
