Exactly. A question to be asked would be: is a surface survey
different that a survey in other ways than being on the surface? Or
is the fact that is on the surface just an attribute of the survey?

CaveXML would be the root of the document (in XML), yes. We had
discussed this before as well as including version information (for
version checking vs the DTD or Schema).

Yes.
But it would also allow the raw data to be treated as a totally
different "segment" of the project, a segment that would also allow
the structure outside the caving world.
