The main reason is that SVG is a 2-D format - if you just want a plan or a particular elevation, fine, but you've lost the 3rd dimension. Having said this, SVG is excellent for saving drawn up surveys (see Andreas's examples for the detail possible and examples of hyperlinking at www.karto.ethz.ch/neumann/caving/cavexml/) and might also be used to encode pure graphics files for enhancement (eg the CR2V tool under XML Utilities on http://www.karto.ethz.ch/neumann/caving/cavexml/). With care, this can be used to filter out 'noise' and clean up a diagram ...

If you want the full 3D coordinates, you could use X3D - the XML partner of VRML.
