I think that comment was for the Personnel element. If included, the Personnel element must contain one or more Person
elements. The "logic" was if roles weren't going to be defined, the Personnel element would not be included. Once it is,
then the child elements will more than likely be desired as well since that is the only purpose of the Personnel Element.
