Yes. Otherwize you can't preserve the original data.

In my proposal (if it had corrections defined yet, which it doesn't)
that would be:

<Default element="ForAzimuth" correction="-1.2">
...
<ForAzimuth value="91.2"/>
...
<Default element="ForAzimuth" correction="3.1">
...
<ForAzimuth value="86.9"/>
...
</Default>
</Default>

Both azimuth readings in this example would have corrected values of 90.
