The reason I asked is I have not seen a case where there was a change in this during a survey. But I can understand the
reason for it. I was thinking of something attached to the value such as:

<!ELEMENT Azimuth EMPTY>
<!ATTLIST Azimuth
            Direction (Front | Back) "Front"
            Value CDATA #IMPLIED
            Units (%AzimuthUnits;) #IMPLIED
            Coorection CDATA #IMPLIED>

Very similar to your proposal, just in a different element.
