The ambiguity of the way you state it makes it sound more confusing than
I think it is. Yes, formatting information about how the data should be
displayed is better left in another document, i.e. the XSL, but the information
you mention is not a request to display data a certain way, it is a
statement about how the data was originally collected. It is a statement
about the source of the data, not a statement about the destination.
Some fuller featured applications might use this information to display the
data, but no software would have to use the information. Right?

Only by software which had such a feature. I'd bet most software has its
own opinions on how to display data and would just stick with that.

I hope the order in the CaveXML file would not dictate the resulting
order/format in a particular piece of software.
Would you really want to view each page of a large system mapped over
many decades in the original format, or would you want to either
(1) stick with the chosen format of the software your are using
or, if you are lucky to have software with such options
(2) pick the way you want to see the data.
To me the only folks who really would benifit from having
any data come out its original form are folks who want to
sit down and proof read the data by comparing it to original
notes. I would think, most other users would just assume
view it in their own preferred or at least
standardized arrangement.
